Rutland County Health Partners (formerly Rutland Free Clinic) is seeking a Clinical Manager. The Clinical Manager provides a patient-centered/patient-advocate approach to nursing care in an outpatient clinic. This requires adhering to the established Scope of Practice Guidelines and Standards of Care while following the organization’s policies and procedures. This position is responsible for developing, coordinating and implementing the Patient Plan of Care and Quality Assurance activities in collaboration with the health care team. The Clinical Manager is responsible for overseeing and directing onsite and mobile medical services under the direction of the Executive Director. They are the liaison between the Executive Director and volunteer Medical and Dental directors to ensure consistent, high-quality patient care. The Clinic Manager works collaboratively with the Front Desk Manager and other key staff members and volunteers. ESSENTIAL JOB RESPONSIBILITIES: • Clinic Management: o Assist the Executive Director and Medical and Dental Directors with clinical provider staffing, recruitment, clinical onboarding, clinical policy reviews and implementation, and other duties as requested. o Ensure adequate volunteer staffing, supplies and equipment for both brick & mortar and mobile medical clinics. o Promote, direct, and manage State Adult Immunization Program. o Prepare Clinic information for Board presentations as requested by Executive Director. • Patient Support: o Ensure all lab and DI results are placed in patient charts for review by clinical providers. Notify ordering provider of abnormal results. Notify ordering provider as well as Medical or Dental Director of all stat results. o Collaborate with Front Desk Manager and volunteers to provide additional resources to patients in need such as, food, healthcare supplies and other essential needs addressed by appropriate community referrals. o Work collaboratively with UVM Bridges to Health, Rutland Welcomes, Bridge to Rutland and other programs to serve migrant and non-English speaking patients. Program Coordination: o Work collaboratively with community partners to establish and/or support community wellness events. o Identify services and/or potential partnerships for health-related services such as eye care, audiology tests, nutritional counseling, mental health counseling, etc. o Provide support and encouragement to all non-clinical volunteers, interns and other individuals. o Participate in community events and mobile healthcare services when necessary to build relationships and ensure delivery of quality services in remote settings. • Compliance and Safety: o Ensure clinical competence and compliance of all clinical volunteer staff in collaboration with Medical and Dental Directors. o Maintain compliance with State Adult Immunization Program. o Oversee prescription medications and other health related supplies. o Oversee processing of medications and supplies as required by Direct Relief and AmeriCares. o Inform Executive Director or Medical and Dental Directors of necessary revisions or need for new Clinic policies and forms. o Immediately report any safety or urgent issues/situations to Executive Director with follow-up documentation within 48 hours, unless otherwise requested. o Maintain Vermont RN license in good standing. OTHER RESPONSIBILITIES Requires effective collaboration with others in a group or team setting, including community partners, volunteers, and patients. It involves face-to-face and telephone discussion, necessitating strong interpersonal and communication skills to support individuals and teams, facilitate effective problem resolution, and foster sustainable, successful working relationships. KNOWLEDGE SKILLS AND ABILITIES o Understands laws, regulations, and standards governing healthcare practices, including HIPAA, and accreditation requirements. o Familiarity with medical terminology, clinical procedures, and best practices in patient care. o Understands quality assurance processes, performance improvement methodologies, and patient safety initiatives. o Knowledge of healthcare data collection and management. o Ability to lead, motivate, and manage clinical volunteer staff, fostering a collaborative and productive work environment. o Strong verbal and written skills to effectively interact with staff, patients, and other stakeholders. o Ability to identify issues, analyze situations, and develop effective solutions. o Strong ability to manage multiple tasks, prioritize responsibilities, and ensure efficient operations. o Ability to make informed decisions quickly, especially in high-pressure situations that affect patient care. o Understands and responds to emotional and physical needs of patients and their families. o Manages and resolves conflicts among staff or between staff and patients effectively. o Ability to develop and implement long-term strategies for improving clinical services and patient outcomes. EDUCATION AND EXPERIENCE o Current State of Vermont Registered Nurse license without stipulation. o Minimum of 5 years of experience working as an RN in a clinical environment. o Minimum of 3 year managerial or supervisory experience in a clinical setting. o First Aid and Basic Life Support certifications. o Ability to pass background check.’ PHYSICAL REQUIREMENTS o Sitting, standing, walking, lifting or moving objects up to 20 pounds, carrying, grasping, reaching, stooping and crouching, sitting for extended periods while completing tasks on a computer, repetitive motion.
