Position: Finance Director
Status: Full Time
Primary Responsibilities
Financial Stewardship & Strategic Planning
- Serve as a leader in the Selectboard/Town Manager form of Government. The Town Manager
reports to a five-member Selectboard who are elected at large and provide broad policy
direction to the Town Manager - Collaborate with Town Manager on using Town’s financial capacity to accomplish community and
economic development priorities - Manage the Town’s overall cash position across funds; utilize knowledge of state and federal
loans and grants to reduce costs of borrowing - Manage the development of the annual capital improvement plan
- Evaluate and implement TIF districts and other economic development financing mechanisms
- Manage municipal bond issuances, BANs, and other debt instruments, work with municipal
advisory and rating agencies - Oversee cash flow projections, fund balance management, and reserve adequacy analysis
- Identify, pursue, and management federal and state grant funding, manage grant compliance
and reporting - Attend night meetings of Selectboard as needed
- Ensure accuracy and timeliness of annual Treasurer’s Reports and municipal financial disclosures
- Manage restricted fund accounting and ensure proper segregation band use of constrained
resources - Oversee the Town’s annual audit with input and assistance from Bookkeeper and Town Treasurer
Municipal Operations & Leadership - Oversee all financial and accounting functions including but not limited to chart of
accounts/coding, accounts payable, utility billing, delinquent collection administration, general
ledger and payroll - Help develop and present annual budgets; manage budget performance monitoring and
adjustments - Build and maintain strong relationships with regional and state officials, economic development
partners and community stakeholders - Champion strategic Initiatives that position Killington for sustainable growth and financial
prosperity - Specific to the Killington Forward initiative and Tax Increment Financing District:
- Assist and collaborate with Planner and Public Works Director with grant reporting and TIF

Required Qualifications & Experience
Education & Credentials
- Bachelor’s Degree in appropriate discipline required, advanced degree is strongly preferred
- Five- seven years’ experience in public or non-profit business organization.
- Preference given to those with Certified Public Finance Officer designation or in the process of
designation - Significant knowledge of governmental accounting and GAAP
Required Knowledge, Skill, and Abilities
- Minimum 5-7 years of progressively responsible experience in municipal finance, public sector
financial management, or equivalent - Demonstrated knowledge and expertise of accounting and bookkeeping methods, principles and
GASB - Proven strong knowledge of data management, spreadsheet, desktop publishing, and office
administration software programs - Proven experience structuring and managing municipal bonds, BANs, and other debt
instruments - Strong background in grant writing, grant management, and compliance reporting
- Hands-on experience with cash flow analysis, fund accounting, and restricted fund management
- Experience preparing Treasurer’s Reports and municipal financial statements: familiarity with
GASB standards preferred - Considerable ability to independently analyze problems and utilize problem-solving techniques,
deal with multiple tasks, and respond to the public.

Compensation & Benefits
The starting salary between $90,000 and $120,000 depending on qualifications and experience. The
Finance Director should be prepared to reside with a reasonable commuting distance as the role will
require in-person meetings and events beyond the regularly scheduled work week. The benefits package
is significant and includes participation in the Vermont Municipal Employees Retirement System (VMERS)
